How would I restructure Little League

I have coached LL for five years from coach pitch to juniors and while I would not object to a return to wood bats, I do not believe it would solve the problems I see in LL Majors. In my opinion the LL game (with 60' bases, 46' mound, 200' fences and the "no lead" rule) is skewed to remove the element of speed from the game. Outfielders don't have much territory to cover and base running skills don't matter much until the Juniors level where rising 13's have to make the jump from 60' to 90' bases all at once. The LL Major field dimensions don't help prepare kids for the big field and they unduly favor Kids who have had an early growth spurt or are just plain big but who often don't have the athletic skills (i.e. speed) of the kids LL is losing to soccer and lacrosse. Plus, moving the mound back will make hitters out of a great number of kids who are overpowered at 46' thereby placing a premium on team defense rather than having an ace pitcher. In our LL, kids who were dominant as 12 year old pitchers (even in the District All-Star tournament) were not striking out many batters as 13's on the regulation Juniors field. While a wood bat will cut down on the number of home runs, it sure won't help the marginal player put the ball in play. In my opinion Little League has to adjust the field size for the Majors division, or, at a minimum, for tournament play where the kids seem to have simply outgrown the field.

The cost concern is certainly valid but I suspect that creating one intermediate size field per LL is doable for most leagues. LL should try an intermediate field first for tournament play and see how it goes.
