HELP !!!!! Teams running on us

I coach high school in San Diego. Make sure your pitchers are not getting into a pettern when holding runners on, ie: only looking over once each time, only throwing over once each time, etc. make sure they vary their approach, throw over twice sometimes, hold the ball in their set longer, runners get impatient when they want to run and have to wait. Develop a pitchout for your pitcher and catcher, we simply call the catcher's first name when we want a pitchout, like "get him if he goes JOHNNY!" In a running situation have the pitchers work the outer half of the plate, to give the catchers a better ball to handle for their throws. Have the catchers work on a 1 hop throw if their arms are not as trong as you would like, it will get there quicker.
