Plus Speed for 11 y/o player

IN RESPONSE TO PAUL FAUBERT.

"PLUS SPEED" IS A TERM USED TO DEFINE
OUTSTANDING QUICKNESS OR SPEED THAT AN
ATHLETE MAY POSSESS. EXAMPLE:A BASEBALL PLAYER WHO IS 18 YRS OF AGE AND WHO RUNS
FROM HOME TO 1B (AFTER CONTACT WITH THE
BALL), IN 4.1 SECONDS WOULD BE CONSIDERED
TO HAVE "PLUS SPEED". A MAJOR LEAGUE PLAYER
WHO RUNS TO 1B FROM HOME IN 3.9 SECONDS OR
LESS WOULD BE CONSIDERED A "PLUS SPEED" PLAYER.

MY GUESS IS THAT 3.4 OR SO SECONDS TO 1B
ON 60' BASEPATHS IN LITTLE LEAGUE WOULD BE
REASONABLY CLOSE, BUT I NEED A BAROMITER
OF WHICH I AM NOT PRIVY TO.
