Already discussed Playing up - What about Sandbagging?

We just went through this problem in our league.We have developed a zero tolerence policy with only two exceptions.Our ages are
4-6,7-8, 9-10, 11-12, 13-15, 15-17. For too many years we heard"he's not good enough to move up"' "this is little Billy's first year", "he'll get killed up in the big league" etc,etc, ad nausem.From this year forward unless your a girl, which gives you one more year in a division, if you want, or if you have an obvious mental or physical handicap, A.D.D., and ritialin takeing don't count, your moveing either up or out. Period!
